The vacuum pump on a JTD is driven off the end of the cam shaft (gearbox end). It has a large pipe coming out that goes to the brake servo, with a smaller one teeing off it to supply the other actuators on the engine, via the reservoir. All turbo engine have to have this pump due to there being pressure in the manifold, unlike a normally The fuel pump is located in the center of the housing, and the sender unit is usually tagged onto the side of the housing. In some cases, the sender unit needs to be removed to allow access to the pump. A fuel line from the housing to the pump will need to be removed as will electrical connections.
That was just to relieve the pressure. actually it dependent of your fiat doblo engine if the vehicle is a mjet 1.9 the pipe need to be removed. if its a 1.9 jtd like the picture derby doblo posted. the removal will be just removing the fuel filter as there was change of design for the fuel filter .. for mjet.
