Go to Config > Video (GS) > Plugin Settings, make sure the Renderer is set to Direct3D11, then click "Enable HW Hacks", go to Configure Hacks and set Skipdraw to 1-6 (try setting it 1 step higher everytime to figure out which is the best option for you).

I have fidgeted with just about every check mark and hack available, and now have a setup that runs NFS Underground 2 at 60fps consistently. these settings may require a 3-4 core cpu over 4Ghz, and barley runs with my computer, EE at 80-99%, GS at 80-90%, VU at 60-70%. But with these settings the game is 100% playable.
